In the late 1940s, Buddhist missionary Venerable Narada Maha Thera came to Vietnam to lecture on Theravada teachings. Arriving in Vung Tau, he was accompanied by Mr. Le Quang Vinh, a high-ranking official in the French colonial government. As he came to the Big Mountain region, he expressed his idea of building a pagoda here. In around 1957, Mr. Le Quang Vinh retired and went to Big Mountain to construct a simple pagoda at the foot of the mountain as a place of spiritual practice called Thien Lam Tu. He was then ordained and took the legal name “Thich Giac Phap”. In 1960, Venerable Narada Maha Thera returned to Vietnam and visited the Big Mountain, then he planted a bodhi tree extracted from the Indian Bodh Gaya. During his stay at Thien Lam Tu, he suggested building the stupa to worship Xa Loi (Buddhist relics), and then called for funding for the construction. At the same time, the Buddhists built Buddha Shakyamuni. The work was started in 1961 and completed in 1963, and Dharma Protector pagoda was built then. From 1975, the complex required entrance tickets, but since 2001, it is completely free to visit this place.

Regarding architecture, Buddha Shakyamuni complex is a combination between religious and natural features. The campus is like a crescent moon divided into three levels in a pyramid shape, from 3m - 29m above sea level. Level 1 is Three Gates and flower garden; level 2 has a house with a traditional gallery while level 3 consists of Thien Lam Tu and Buddha relics, in which the most impressive work is the Buddha statue over 10m high with 16 Xa Loi.
Buddha Shakyamuni is the most typical work of the architecture with Buddha statues (also known as the Golden Buddha) with a 7-meter-high pedestal with an octagonal map representing the Eightfold Path. Initially, the Buddha statue had 20 different versions and the last version was constructed in Colombo style with the sitting posture of An Tam Muoi.
Due to its location high above the sea level, from Buddha Shakyamuni pagoda, visitors can enjoy the panoramic view of Vung Tau city as well as Ben Da port with countless ships and feel the fresh air of the sea.
